Any idea why the boxlinks and cleats in the truck bed have locks?

I guess it just seems a little overkill to me to have each of them locked down with a key lock. I don’t mind, but I don’t see the practical side of the lock.I’d imagine to keep them from sliding out. Maybe from being stolen also.
I had to use a hammer to get them to slide in. Not the easiest to get in.
Did you have another pad lock with the cable?I used mine this week as a way to loop cable through to keep my Yeti cooler locked down. Handy to have them locked in place. Probably the first time I've ever even used them.
