This is a common problem for F150s, It turns out that it is a 60 dollar resistor in the blower motor itself. Takes literally 15 minutes to replace, and you will have full blower motor control back.
behind the glove box is a little two 8 mm self tapping screws holding in a solid state 3 fin resistor. You will hear it click dead if it is indeed the problem, but once replaced all your fan control will work again.
