Can add a switch pro and wire the lights through it and can make them strobe.

Assuming the truck was parked in your path, and you came across it at night, yes, it seems that your lights were sufficiently bright enough that you were able to see the truck before you crashed into it. Other than that, there's no way to tell from a picture how bright anything in the picture is. Plus 'bright enough' is a relative term...bright enough for one person may not be bright enough for someone else.
