There isn’t just a foam type padding

I’d say you are correct, someone wanted a Raptor trophy.
Quick call to your friendly local Ford dealers parts department, or some Googling. I found one on eBay for the tailgate, OEM $88.

Shouldnt the correct part number really be : WARRANTY
