i have a Samsung galaxy s3 and it reads my texts to me. phone is stock and nonrooted

You know if the EVO 4G with MIKG rom works? Is rooted, hotspot hack, ROM manger and other goodies....

I don't know that rom. It shouldn't be too hard to figure out though. You just need the rom to support bluetooth MAP (message access profile). I had both the original Evo 4G and the new Evo 4G LTE and both have the hardware capability. It is simply a software limitation.
