its really their powdercoating people... whether they are doing it in house or subletting it out.. i had my add pro front bumper redone by a local powdercoating shop and 3 years later it still looks great, in the rust belt..

they told me when the parts are new, they arent being properly sandblasted/cleaned, and the powder isnt adhering properly which causes a porous surface in the powder, and then rust follows.

mostly why i wont even buy any new parts that are already powdercoated, and i'll just take it to my guy to have a proper job done..
