2011 Raptor with no fox shocks or Aux switches?!

A couple things I noticed after taking another look at the pics, 2012 wheels, unpainted flares, repair of seat trim and same type of repair to the rear bumper, driver door panel fubared(phucked up bad and repaired). There is an antenna port above driver, front bumper pad covers are missing, it is wired for the upfitter switch but not present on the console as it has a regular F150 top and was most likely ordered that way. IMHO it looks used but not abused from just looking at the pics.

The “2083-009BGen Svcs Admin preferred equipment Pkg 517a” line on the window sticker is the clue. General Services Administration or the GSA is the federal government.

It looks like the interior was replaced by regular F-150 parts (seats, center console). Maybe it was stolen/ recovered with parts missing? They rebuilt and are now selling?

If the switches are missing, how do you change the drive modes? I thought the buttons were on the switch bank?
