Because they had all the parts when they went down the line. If they have parts to assemble a full truck, it will always be priority. Assuming that they are putting parts in trucks on the lot.. but that takes longer.
Not saying I like it.

So, stopped by the dealer today because they had a black 37 retail sitting there. It was ordered same time as mine, but built almost a month later. 11/4 production, 12/8 built, 12/10 delivered they said they didn't know it was coming it just showed up. And mine is still MIA. My truck is showing last updates on 11/28 as being at the ramp in Dearborn still on chip hold. ETA 12/28/21 - 01/03/22

I find it hard to believe they have no idea it’s coming. They don’t look at the system they have available to them is my bet. S h i t t y that this happens though.

My 12/18 tracker ETA bumped to 1/3 this morning. Dealer previously showed 12/12-12/27. I’m supposedly off chip hold.
