Oh man, Ill reserve my comments about the 20s...my biggest concern in your situation would be the F load rating. Thats a 12 ply tire that will probably be stiff as hell and ride accordingly, especially on a 20.
Sorry man, have to disagree. A 9" wide wheel with a +12 offset will stick out just over an inch (1.09") compared to stock, with about .6" of additional inner clearance. It will still fit without issues, but its not .23" like you say.
You know that the stock tires are basically 35s right? 34.4" Most 35s measure out at 34.5" across a majority of manufactures. So the springs arent really necessary to clear 35s. However I get it if you want to level the truck as well.
My advice is, dont ruin your raptor with a setup like that. No to mention with a 10" wide wheel and a -13 offset with a 35" tire youll have rubbing, ie, it doesnt fit without trimming. The only way to go as far as lifting or leveling is a set of springs up front, geiser or eibach.

Why not do a 35x12.50 on the 20x9s then? It will look a lot better than 285/65s. Stock tires are 34.4 x 12.7 if I remember right. Most 35x12.50s are generally 34.5 x 12.5. While the 285/65s are generally 34.6 x 11.50.
Fyi, stock wheel is 17x8.5 +34. You should avoid anything more than a 0 offset. But honestly, 20s dont quite look right on a raptor and then on top of that you want to go down to a 285? Not gonna look good at all. I realize its all personal preference but the combo youre looking at will look...
