I could see it go both ways since 2023 is the 'non refresh' year which people might want later down the road, or it can go the other way and the 'refresh 2024-25' could be the more desirable.

There's a reason for that, FCA gives incentives, rebates out the wazoo, not to mention dealers give you huge discounts. It's also the reason RAM is the second highest selling truck behind Ford of course.
That's the problem with RAM trucks, they discount them so much with rebates and incentives that they make buying a used one almost pointless becuase new one are the same price.
I'd honestly wait for a refresh to trade into another Raptor. I don't think a 18 to 19/20 is worth it. Now, if the new 2020 came with a new HO engine or some other crazy refresh I would for sure.
