You might not get those completely out, but if you work on them they will be MUCH less noticeable, I would try by hand first before you go to a buffer that close to the edge. If you're good with a buffer probably not an issue. I'm not..... I've taken a lot of little stuff out by hand.

If you take that to someone that routinely does paint correction and touch-ups, you'd be surprised how good they can get that. Won't be perfect but most can do an excellent job. There's always someone out there if you look,it shjould be cheap too because it's small.
