Absolutely. I called about 25 dealers before a forum member gave me a referral. You just have to search. If you aren't set on a 2018, try finding a 2017. Dealers will probably we lowering/eliminating the ADM on 2017s now that 2018s are hitting the streets.

I do not think that's correct - all 2018's are CA emissions legal. IF you purchase from out of State (i.e. CA emissions option was not added), you need to get the car weighed and inspected before registering with the CA DMV.

Is there any way to translate dealer allocations with estimated build frequency? For example one dealer has 2 allocations and one has 7. Will the dealer that has 2 have an order pulled every 2-3 months versus the dealer with 7 would be every month?

Congrats! You should get a VOC (vehicle order confirmation) and shortly after a DORA (Dealer Order Receipt Acknowledgement). I got my DORA a day after I got my VOC. The DORA is your confirmation that Ford has received the order. Note: until the order is pulled/scheduled, it's still pending...
