I have not heard of a 6k lamp. 60,000k yes and at that temp they are blue and scream aftermarket.  I run a 32,000 k in my FJ and they are white or clear and look like most high end factory lights.  Try running 27,000k more on the yellow side and actually put out more light them any other color temp.  Just dont look as cool.  Did you tell the second cop you just got a warning and was headed home.  I would fight it and bring the warring ticket to court  and explain what happened and that you were headed home.  Might not want to mention that the first cop was gunning for you.
