The DOT regulates the aim, intensity, and beam pattern of a headlight. If the headlight does not conform to these standards it is not "road legal". That is why most alternate-design aftermarket headlights state that they are "for off-road use only". Even if the aiming and the beam pattern are fine, an HID bulb of 55 watts would throw out significantly more lumens than a standard 35 watt HID bulb. This could, conceivably, create massive amounts of glare for other motorists.
