Like Prop said: Check all soldered connections,
But I would Not be surprised that the Installer did Not solder
and simply 'spliced in' with crimp connectors
and one of them did not make good contact.
Shrink tube and soldered connections is the way to go.
Looks like you have a resistance problem causing a voltage drop. Check voltage at each light.
