Matter of fact Im so agitated about it I purposely load stuff on the passenger side to try and counter the lean

Sorry one more thing to add... I have brand new 3.0s and HD leafs and still have it. This is not a shock issue. Big fuel tank... Big driver 250 lbs = lean.

My truck is sitting a little bit worse than yours with an empty tank and no driver.

In my case it appears that driver side bed in the rear end of the bed is sagging. I can't see anything offhand that looks bent. Already swapped out shocks and springs but the sag in the rear end is still there. I had my Ford Service rep have a look at it and he couldn't find anything offhand and suggested having their bodyshop check out the frame. Been running a SVC bumpstop & frame brace so I don't think the frame should be bent.

I am wondering if I have to remove the bed to check if I bent anything? The lean is driving me nuts!

OP - miles on the shocks? Do you offroad a good bit? Or when you do, do you offroad aggressively? You very well could have a partially blown shock. I just took off my rear shocks to install 3.0's and the driver side rear could compress halfway by just putting my body weight (190lbs) on it. Passenger side was still OK and couldn't be compressed with body weight.
