I had an Explorer that did that for two years before I found the issue. The main cable from the battery to the starter had chafed and was shorting against the frame. Symptoms were exactly as you describe. That cable was snaked through engine compartment where it would have been nearly impossible to get out so I just ran an new cable. Not saying that is your problem, but it is likely a short because its not throwing a code. Best of luck!
