Well the charge pipes flow hot air to the intercooler which cools it. As the truck warms up the ic will hold a pretty constant temp depending on flow to the fins/bar and plate. You’ve obstructed the radiators similar design by slapping something in front of it, that’s hogging that fresh cool air.The ic could be heat soaked from the hot radiator robbing you of power and the radiator could just be lacking a flow of air.
