If you have the spacer in sensor 2 and don't have one in sensor 1, remove the spacer from sensor 2 and see if that helps. Without installing it on sensor 1.  Troy is right though, it COULD be the cat itself. Best way to judge that though is at a muffler shop, they can hook up to the exhaust to test the cats for flow.
