GEN 1 Handle on seat help

On a 2010 svt raptor on the top of the back seat I have a cloth handle in front of the window. I can’t pull it . It doesn’t seem to do anything anyone know what it is thanks

Agree, lower the seat back and you'll see it goes to nothing its just a strap
