Ford raptor stealth bumper tabs help!

This may seem retarded but I can't get the tabs of the ford stealth bumper to fit right on the skidplate part of the bumper. The tab part. Do the tabs of the skid plate go on the top or bottom of the bottom stock skidplate?

This cannot be right I must be an idiot. If I put the tabs on the bottom the holes never line up. If they are on the top they don't go down flush. Someone please chime in to cure my retardedness

What if you loosened the bolts on the OEM skid plate first? Also do you have a lock washer between the plates? If so that should be under the nut.

im pretty sure the tabs go under the stock because thats how it is with the stock plates

They go below might have to get someone to pull down on the bumper to give you a little more room that's what I did
