OMG WRONG! Cold air makes more power! the cooler the air, the more gas you can burn, more boost, more timing, etc. That's why race cars have huge intercoolers. Those shutters are for freezing conditions
Unless you live in the desert, there will always be condensation in the intake. Boosted or not. The problem with the eco ic is that it is a poor design the the condensation collects
