Your assessment is incomplete.

If you stop the wheels, you stop the vehicle.  I have never had a problem at all with installing good hard brake parts and fluids and the vehicle didn't stop.  I have tested stopping distance improvements before and after installation of better products and they have improved greatly in many cases, especially in my Duramax and Denali.
