What do you mean by the cluster can be programmed to miles and hours to whatever you wish? Are you saying that someones mileage can be rolled back to whatever one wants just from a new cluster?

Yes! Each cluster has to be programmed to the vehicle vin and one of the programmable values is miles on the odometer.

I had my cluster go bad on my 2019 and the dealership had to program the odometer value and when I picked it up I noticed that my odometer was 300 miles less. I asked the service manager and he said it was not a big deal.
