We looked at that option even calling Borg Warner about making manual locking hubs. Borg Warner said no reason to develop a manual locking hub, their system works as designed.

There are two wires on the IWE one is an "always" hot from the central junction box (fuse box) and the ground goes to the power train control module. All the power train module checks is the state of shifter and 4wd selector. When it is switched to 4wd the circuit is complete...
It is turned on through both body control module and power train modules. I haven't looked into a work around to this issue. I will add it to my list the next time I am poking around.
