The clock spring seems to be the issue. They could put the wiring and steering wheel in place and swap the clock spring later. The $140 credit is a joke.

After reading through the long DIY heated steering thread on another form it looks like the shortage is on the clock springs that control the heated steering. You can find them used and retrofit the heated steering.

My 2021 did this about a month ago. I got in the truck and as soon as I turned it on I heard a loud pop followed by static. Turning the volume knob made the volume display appear on the screen, but it stayed at zero and the sound wouldn’t go away. I had to disconnect the battery to get it to stop.

They are gen 3 and it’s all legit. I don’t think that the steering wheels are the issue with removing them from the trucks. I can get them at any time.
