How much voltage should be pulling to pin 1 from the relay?

I had been excited for it, even had the wife on board. But can't bring the kiddo, says age of 16 minimum.

Has anyone ran into issues with it not working? I know i have power, i can hear the relay actuate, but tailgate doesn't drop. I can see the wire all the wya inserted into Pin #1, so nothing is indicating that I am missing something. Relay has power, grounds are good, any one have any thoughts?
