I have asked HOWE if they would make a better rack. They said they were hoping ford would make a better one. If we could get enough people committed, I could keep bugging HOWE to make a better rack and pinion that utilizes their pump.

I think you are confusing things.
You could set the inner piston 2 inches down if u wanted. If you add the noted amount of fluid in the instructions, when you charge the shock, the inner piston will push the fluid up.
When you bleed the shocks you only let out the air and very little...
1/8 inch from bottom of the snap ring is what I do. Fox does not preset the shocks so you presetting the shocks is just a good idea not required per fox.
Around 1/8 is what you want.
As lynx said 1/4 inch works. Not 1/4 of the travel.

Modification to parts...
When we re-finish we remove any rust, prime and wrap them to give them the most protection we can short of re-zink platting. That process is $$$ and would negate the idea of the program.
If shocks were returned as fast as we send them out we would have them out in less time.
I would strongly advise against not running it. It is there to protect the shaft. Scratch that and seals start to get eaten.
