Save some money and just buy a whipple/roush blower and find a good shop/tuner. I have no experience with them, just from the outside it seems like one hell of a markup for the Shelby name.

While not defending KBB, I would say the 3k difference between a 13-14 Raptor is about right when both trucks have the same options/miles. At least in my searches.
