You'll just be under the hood flashing in the rain/snow/cold/heat directly to the ECU.
Once you get the ECU unlocked it's the same old flash from the comforts of the inside of your cab.
Flashing outside the truck under the hood will get old FAST..
That would be more of a question for COBB. The Accessport currently doesn't have 'flex fuel' so it would take some custom code (some meaning a TON) to get it working. And time of course

1. Yes you can use your ACN fuel map outside of those states.
2. Your ACN map would actually cover Baja as well. I have TONS of guys using their 91ACN map in Baja. Gas is very similar
I would do any updates that are available with the Accessport manager program. If no updates then install the Accessport again with the Stage0 map. Make sure you have no CELs, then uninstall again.
