Ive got a vertical chase rack with a single spare on the driver's side. No balance issues what so ever. Bed is small anyway so there isn't a ton of space to begin with but there is still a fair amount of usable space with the single vertical.

To be honest, nothing. Replaced the fuse and they have been fine so far. Checked upfitter switch, rechecked connections, inspected wires; everything looks ok. I'm guessing its internal to the light. The cases are looking pretty worn and it wouldn't surprise me if there was some moisture...
